Browser cache is a locally stored copy of what's online that your web browser can access instead of the live content to speed up the page-load. It used to be the case that internet connections were dreadfully slow and w/o cache, web browsing would be a prolonged chore. Now that we've all got broadband, browser cache becomes less desirable in most cases, and can/should be turned off/down if you can... especially when you're playing around with a site as its' getting updates and/or being developed.
